If there is a hostage inside the building, the police should never breach unless that hostage has been seriously harmed. This is because the breach itself can pose a significant risk to the hostages, and it is essential to prioritize their safety above all else. In such cases, it may be necessary to negotiate with the suspects or wait for a tactical team to arrive and handle the situation.

In general, it is appropriate to breach a building when there is a clear and immediate threat to the lives of the hostages or officers on the scene. In this situation, it's best for the police to continue trying to peacefully resolve the situation through negotiation until command orders the breach.
